I am using sudo , my user is a member of the wheel group, SIP is disabled, and the file has chmod permissions. Yet all attempts to modify the file result in Permission denied for some reason.

Quit playing the pity card. It doesn't help your point. And I'm sure that the blind user wouldn't like you using his good name to garner support.

Also, stop talking about this as if it were a standard. It is not. Debian I believe Arch is no different. That said, if people are really that upset about it, post a patch or something.
