Establishes on-going program evaluation plans and implements evaluation through site visits, process reviews, studies, and surveys. Selects and directs one field grade officer LTC , one company grade officer CPT , one civilian Family Program Liaison GS , three civilian program mangers GS and two civilian program coordinators GS, and GS assigned to the office, establishing organizational goals and expected work performance levels.

Plans and assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance, giving advice, counsel, or instruction on both work and administrative matters. Identifies and provides for professional development and training needs of employees, recommending recognition and promotion as appropriate. Effectively addresses employees concerns, complaints, and issues, and takes required action, to include reassignment of personnel as necessary to ensure an effective and productive work environment.

This program involves the technical and administrative aspects, regulatory and policy development of social services activities which contribute to the readiness and retention and the enhancement of quality of life matters for United States Army Reserve members, their families and the surrounding communities where they live.

The mission of the Family Program Division is to establish and facilitate ongoing communication, involvement, and support between Army Reservists and their families that promotes a healthy social environment for both. The work performed in this position impacts and improves the effectiveness and productivity agency wide, the morale of their families and help to provide support within their communities during activation and deployments of USAR members.

Through separate subordinate units located throughout the States and Territories, the incumbent oversees and manages all program funding and execution of the program, to include the approval, allocation and distribution of funds for State programs. Establishes program accountability measures and program service standards to ensure continuity and quality of services.

Exercises the authority to identify, define, and resolve issues that may impact the balance between National Guard service and family stability. Designs, develops, and administers policies, and plans, to include overseeing revisions of long range plans in programs and services suggested through the States and their individual Family Support Groups.

Factor Level 4B-3 POINTS The purpose of contacts within this position is to develop and deliver presentations; provide briefings in order to justify, defend or gain compliance with program objectives; and to negotiate in representing the program and the services extended.

Programs for which the incumbent is responsible involve significant external program and policy issues, which affect the overall organization due to social and economic conditions.

The incumbent must be able to restructure, and reform goals and objectives of the program in order to meet changes that may occur in funding due to projects which may have to be dropped or reduced, this includes making major recommendations concerning policy formulation and long range planning in view of future requirements and plans for the United States Army Reserve.
